CI Deployment Gate: Apply, Wait for Rollout, Auto-Rollback
A CI pipeline step that applies a manifest, waits for the rollout to actually finish, and automatically rolls back if it doesn't — so a bad deploy fails the pipeline instead of leaving a half-updated Deployment running silently.
